About This Book
Cal/OSHA Title 8 establishes California's occupational safety and health standards under the California Code of Regulations, enforced by the Division of Occupational Safety and Health. The following summarizes key sections covering general workplace hazards and electrical safety in general industry settings.
Structure Overview
General Industry Safety Orders (Subchapter 7) set minimum safety standards for all California workplaces (§§ 3201–3202), covering hazard communication, machine guarding, hazardous substance control (§§ 5139–5223), and ergonomics (§§ 5095–5120).
Electrical Safety Orders (Subchapter 5) are divided into Low-Voltage Orders (600V or less, §§ 2299–2599) and High-Voltage Orders (over 600V, §§ 2700–2989).
Key Requirements
Low-Voltage & General Work Procedures (§§ 2300, 2320.1–2320.9) - Qualified persons only may work on or near energized equipment or overhead conductors (§ 2320.1). - Specific procedures govern testing, de-energizing, re-energizing, and lockout/tagout protocols (§§ 2320.3–2320.6). - Employers must assess arc flash hazards and provide appropriate protective clothing and gear (§ 2320.11).
High-Voltage General Provisions (§ 2940) - Employers must supply safety devices, verify employee competency, maintain safe work areas, and enforce PPE use. - Lone work on energized high-voltage systems is restricted; dedicated observers must be stationed near exposed parts. - Pre-job safety briefings are required, covering circuit characteristics, voltage, switching transients, and grounding conditions.
Hazardous Energy Control & Communication - Host and contract employers must exchange information on site hazards, safety rules, and operational coordination. - Tools and PPE must conform to current consensus safety standards (Appendix C).
