About This Book
New York City Administrative Code, Title 28 (2014), known as the New York City Construction Codes, establishes the legal and administrative framework for building construction, safety enforcement, property maintenance, and trade licensing citywide through its first four chapters.
Chapter 1: Administration governs the implementation of the construction codes—covering plumbing, building, mechanical, fuel gas, and energy conservation—and sets minimum standards for public safety, health, and welfare. It outlines rules for filing construction documents, obtaining permits, and managing Department of Buildings approvals, while detailing the Commissioner of Buildings' authority to interpret the code, issue rules, and conduct inspections.
Chapter 2: Enforcement defines violations of the construction codes, including illegal work, failure to maintain premises, and unpermitted operations. It grants the Department of Buildings authority to issue immediate stop-work or vacate orders when unsafe conditions threaten public or worker safety, and establishes legal procedures for summonses, penalties, and administrative hearings.
Chapter 3: Maintenance of Buildings requires owners to keep their properties—including facades, roofs, and structural elements—safe and code-compliant at all times. It mandates regular inspections of high-risk components such as exterior walls (FISP/Local Law 11), parking structures, and elevators, and sets standards for boiler operation and sidewalk maintenance.
Chapter 4: Licensing and Registration requires licenses or registrations for key trades and safety professionals, including Master and Journeyman Plumbers, Master Fire Suppression Piping Contractors, Hoisting Machine Operators, Riggers, Site Safety Managers and Coordinators, Oil-Burning Equipment Installers, Electricians, Welders, and Filing Representatives.
