The Oklahoma Plumbing License Law of 1955 (Title 59, O.S. §§ 1001 et seq.) is the foundational state legislation governing the plumbing industry. It establishes statewide regulations, testing standards, and licensing requirements for plumbers, contractors, and apprentices, with the overarching goal of protecting public health and safety.

Regulatory Oversight and Administration

The Oklahoma Construction Industries Board (CIB) is responsible for enforcing this law, while the State Committee of Plumbing Examiners serves in an advisory capacity to assist with its administration. The law's core mission is to ensure the proper installation, repair, and maintenance of plumbing systems in order to protect safe drinking water and maintain sanitary conditions in buildings.

License Classifications and Requirements

The law recognizes three primary license categories. Apprentices must register annually to legally assist and learn under qualified supervision. Journeyman Plumbers must be at least 18 years old and demonstrate verified trade experience, typically a minimum of three years working under a licensed contractor, though military service or approved career-technical education may be accepted as substitutes. Plumbing Contractors must meet additional experience requirements beyond the journeyman level in order to operate an independent contracting business.

Enforcement and Local Authority

Licenses are strictly nontransferable and may not be loaned, sold, or shared with any other individual or entity. The Plumbing Hearing Board has the authority to suspend or revoke licenses in cases of incompetence, code violations, or fraudulent applications. Local municipalities retain the right to require local registration, issue permits, and conduct inspections, provided their local codes do not conflict with state law.
