About This Book
The Rules of the City of New York (RCNY), Title 1 (Buildings), Sections 104-08 and 3310-01 govern site safety certifications and protocols for major construction, demolition, and facade projects in New York City.
1 RCNY § 104-08 – Site Safety Manager and Coordinator Certifications This section outlines the experience, training, and application requirements to obtain or renew a Site Safety Manager (SSM) or Site Safety Coordinator (SSC) certificate issued by the NYC Department of Buildings (DOB) under Building Code BC 3310.5. Candidates must demonstrate a qualifying combination of construction experience, safety background, and completion of DOB-approved training and examinations.
1 RCNY § 3310-01 – Site Safety for Major Buildings This section implements and expands upon Chapter 33 of the NYC Building Code (BC 3310), covering safeguards, safety plans, and inspections during construction, enlargement, demolition, or major facade work on "major buildings" (generally 15+ stories or over 200 feet). Key provisions include:
- Housekeeping & Debris: Daily cleaning of floors, stairs, sidewalk sheds, and streets, with proper containment of garbage and debris.
- Sidewalk Sheds & Permits: Valid permits must be posted, approved drawings kept on-site, and sheds must meet dimensional requirements—including extending 20 feet beyond property lines for buildings over 100 feet tall.
- Site Safety Personnel: Specifies when a full-time SSM or Qualified Person for Site Safety (QPSS) must be on-site to monitor safety plans, conduct inspections, and log compliance.
