Idaho Manufactured Home Installation Standard Manual
Key Concepts
General / Legal Authority (Ch. 1). New manufactured homes are installed per the manufacturer's approved installation instructions; all used mobile and manufactured homes shall be installed in accordance with the Idaho manufactured home installation standard (Section 100, Page 13). The rules are a preemptive statewide standard; no other code applies except as provided in 301.04 and 304.03.b. The rules cover manufacturing, selling, siting, installing, or preparing for transport (commonly called "tear down") (Sections 101 and 106, Page 13). An alternative design shown by engineering calculation, experience, or testing to meet or exceed a Section's requirements is acceptable when approved by the Division and the Manufactured Home Installation Committee (Section 105, Pages 13–14).
Permits & Inspections (Ch. 2). Permits are required before installing on a building site or in a park, including display homes in parks, subdivisions and residential lots; no installation permit is required for unoccupied homes temporarily displayed on a sales lot or in storage (Subsection 201.01, Page 15). The utilities inspection is conducted by State Plumbing and Electrical Inspectors or the local AHJ (204.03, Page 17); the licensed installer or RME performs the installation inspection (204.02).
General Installation (Ch. 3). Poured-in-place concrete shall cure at least four days before installation and reach not less than 2,500 psi in 28 days (303.01.b, Page 21). Finished grade slopes away from foundation or skirting at minimum 5% horizontally (302.03.c, Page 20). The .006" black membrane vapor retarder seams are overlapped at least 8" (302.06.a, Page 20). Marriage-line gaps of 1/2" to 1" are shimmed and sealed per 304.07; gaps greater than 1" shall be corrected by the manufacturer, and the installer shall never close gaps by tensioning lag bolts (304.02, Page 21).
