Key Concepts

Permit applications and permits - An unissued application is deemed abandoned 180 days after the date of filing unless pursued in good faith; the building official may grant one or more extensions not exceeding 90 days each, requested in writing with justifiable cause (IBC 2015, 105.3.2). - An issued permit becomes invalid if work is not commenced within 180 days of issuance or is suspended/abandoned for 180 days; extensions are not more than 180 days each, on written request with justifiable cause (IBC 2015, 105.5; IRC 2015, R105.5). - The building official may suspend or revoke a permit issued in error or on incorrect, inaccurate or incomplete information, or in violation of any ordinance, regulation or code provision (IRC 2015, R105.6). - Permit exemption, one-story detached tool/storage shed: floor area not greater than 120 square feet (IBC 2015, 105.2, item 1); the residential limit is 200 square feet (IRC R105.2, item 1). Exemption never authorizes code-violating work. - Annual permits may be issued in place of individual permits only for alterations to already approved electrical, gas, mechanical or plumbing installations, for a person/firm regularly employing qualified tradespersons (IBC 2015, 105.1.1). - Used materials are permitted where they meet the code requirements for new materials (IBC 2015, 104.9.1).

Inspections, certificates, appeals, enforcement - Commercial framing inspection: made after roof deck/sheathing, all framing, fireblocking and bracing are in place, concealed pipes/chimneys/vents are complete, and the rough electrical, plumbing, heating wires, pipes and ducts are approved (IBC 2015, 110.3.4). - Residential rough inspection of plumbing, mechanical, gas and electrical: before covering/concealment, before fixtures or appliances are set, and prior to the framing inspection (IRC 2015, R109.1.2; R109.1.4). - Certificate of occupancy contents: IBC 111.2 includes the design occupant load; IRC R110.3 does not (it lists permit number, address, owner name/address, description of portion covered, compliance statement, building official's name, code edition, sprinkler information, special stipulations). - Appeal grounds (IRC 2015, R112.2): true intent of the code incorrectly interpreted, provisions do not fully apply, or an equally good or better form of construction is proposed. Asphalt shingles (IBC 1507.2; IRC R905.2) - Fastened only to solidly sheathed decks (1507.2.1); used only on slopes of 2:12 or greater. From 2:12 up to 4:12, double underlayment per Section 1507.2.8 is required; at 4:12 or greater, one layer lapped 2 inches (1507.2.2, 1507.2.8). - Double-layer method: a minimum 19-inch-wide strip at the eave, then 36-inch-wide sheets overlapping successive sheets 19 inches (1507.2.8). - Underlayment: ASTM D226 Type I, ASTM D4869 Type I, or ASTM D6757 (1507.2.3). Shingles: ASTM D225 or ASTM D3462 (1507.2.5). Nails: ASTM F1667, minimum 12-gage shank, minimum 3/8-inch-diameter head, penetrating a minimum of 3/4 inch into sheathing or through sheathing less than 3/4 inch thick (1507.2.6; IRC R905.2.5). - Attachment: not less than four fasteners per strip shingle or two per individual shingle (1507.2.7; IRC R905.2.6). - Wind resistance: tested and labeled to ASTM D7158 with the classification from Table 1504.1.1; shingles outside D7158's scope are tested and labeled to ASTM D3161 (IRC R905.2.4.1; IBC 1504.1.1). - Drip edge (1507.2.9.3): required at eaves and rakes; adjacent segments lapped a minimum of 2 inches; vertical leg minimum 1 1/2 inches extending minimum 1/4 inch below sheathing; extends back on the roof minimum 2 inches; underlayment over drip edge at eaves, drip edge over underlayment at rakes; fastened a maximum of 12 inches on center. - Ice barrier (1507.2.8.2): two layers of cemented underlayment or self-adhering polymer modified bitumen sheet, from the lowest edges of all roof surfaces to a point at least 24 inches inside the exterior wall line. Exception: detached accessory structures with no conditioned floor area.

Fastener type, length and deck penetration - Asphalt shingle fasteners: galvanized, stainless steel, aluminum or copper roofing nails, minimum 12-gage [0.105 in.] shank, minimum 3/8-in.-diameter head, long enough to penetrate through the roofing materials and a minimum of 3/4 in. into the roof sheathing; where sheathing is less than 3/4 in. thick, nails must penetrate through the sheathing. Comply with ASTM F1667. (IBC 1507.2.6; IRC R905.2.5) - Clay and concrete tile fasteners: corrosion resistant, not less than 11 gage with a 5/16-in. head under IBC 1507.3.6; not less than 11 gage with a 7/16-in. head under IRC R905.3.6. Either way, length sufficient to penetrate the deck not less than 3/4 in. or through the thickness of the deck, whichever is less. Attaching wire shall not be smaller than 0.083 in. (IBC 1507.3.6) - Perimeter fastening areas for tile: three tile courses but not less than 36 in. from either side of hips or ridges and edges of eaves and gable rakes. (IBC 1507.3.6; IRC R905.3.6) - Wood shakes: corrosion resistant, minimum penetration 3/4 in. into the sheathing; for sheathing less than 1/2 in. thick, fasteners shall extend through the sheathing; minimum two fasteners per shake. (IBC 1507.9.7) - Untreated wood shingles: stainless steel Type 304 or 316, or hot-dipped galvanized with coating weight of ASTM A 153 Class D (1.0 oz/ft²); packaging must bear a label showing grade/coating weight. Scope and exceptions for reroofing. Materials and methods used to re-cover or replace an existing roof covering must comply with the roof-assembly chapter — Chapter 9 in the IRC (IRC 2015, R908.1). Two exceptions apply to roofs that provide positive roof drainage:

  • Slope: roof replacement or recover of existing low-slope coverings is not required to meet the minimum design slope of one-quarter unit vertical in 12 units horizontal (2-percent slope) (IBC 2015, 1511.1, Exception 1; IRC 2015, R908.1, Exception 1).
  • Secondary drainage: positively draining roofs are exempt from the secondary (emergency overflow) drainage requirements, but existing secondary drainage or scupper systems required by the code shall not be removed unless replaced by secondary drains or scuppers designed and installed per Section 1503.4 (IBC 2015, 1511.1, Exception 2).

Structural capacity. Structural roof components shall be capable of supporting the roof-covering system and the material and equipment loads encountered during installation of the system (IBC 2015, 1511.2; IRC 2015, R908.2). This applies to every reroofing project, including recovers and standing-seam systems.

Roof replacement. Replacement includes removal of all existing layers of roof covering down to the roof deck. Exception: an existing ice barrier membrane adhered to the roof deck may remain in place where it is covered with an additional layer of ice barrier membrane installed per Section 1507 (IBC 2015, 1511.3) / Section R905 (IRC 2015, R908.3, Exception).

Roof recover — when tear-off is not required (IBC 2015, 1511.3.1; IRC 2015, R908.3.1): - Item 2: complete and separate roofing systems, such as standing-seam metal roof panel systems, designed to transmit roof loads directly to the building's structural system and not relying on the existing roof or covering for support. - Item 3: metal panel, metal shingle, and concrete and clay tile coverings over existing wood shake roofs, applied per Section 1511.4 / R908.4. - Item 4 (IBC): a new protective coating over an existing spray polyurethane foam roofing system.
